Noida RTO Guide 2026: Driving Licence, Learner’s Test, Fees and Vehicle Registration at ARTO Gautam Buddh Nagar

The Noida RTO is officially the Assistant Regional Transport Office (ARTO) Gautam Buddh Nagar, with vehicle code UP-16. It handles driving licences and vehicle registration for Noida and Greater Noida. Most services, such as a learner’s licence, DL renewal, address change and transfer of ownership, now start online on the Parivahan portals (Sarathi for licences, Vahan for vehicles). You visit the ARTO mainly for the driving test, biometrics or a document check. This guide covers each process, the fees and the mistakes that cause repeat visits.

Before you start: which office is yours?

If your address is in Noida or Greater Noida (Gautam Buddh Nagar district), your licensing and registering authority is ARTO Gautam Buddh Nagar. Greater Noida West (Noida Extension) is also in Gautam Buddh Nagar. Nearby areas such as Indirapuram, Crossings Republik or Raj Nagar Extension are in Ghaziabad (UP-14) and fall under a different office, so check the district on your address proof. The office is in the Sector 32/33 area near Noida City Centre. Blue Line metro stations Noida City Centre and Noida Sector 34 are the closest. Map listings differ slightly, so use a live map pin and call ahead if you can. The phone number most often listed is 0120-2505556.

Learner’s licence in Noida (step by step)

Uttar Pradesh offers a faceless learner’s licence. You apply online, verify with Aadhaar, and take an AI-proctored test on your phone or computer at home.

1. Go to sarathi.parivahan.gov.in, choose Uttar Pradesh, then Apply for Learner Licence.
2. Choose the Aadhaar-based option to avoid a visit. Your name, photo, date of birth and address come from Aadhaar, so make sure your Aadhaar address is current.
3. Select vehicle classes, for example MCWG (motorcycle with gear) and LMV (car). Adding both together saves a second application later.
4. Upload your signature (and photo if asked), fill in the self-declaration of fitness, and pay the fee: ₹150 per class plus ₹50 test fee.
5. Watch the road-safety tutorial if required, then take the online test. It covers traffic signs and rules, with a face-recognition camera running throughout.
6. If you pass, download the learner’s licence right away. It is valid for six months.

Minimum age: 16 years for a gearless two-wheeler up to 50cc, with a parent or guardian’s consent. 18 years for motorcycles with gear and cars. 20 years for most transport (commercial) categories, subject to the rules.

Permanent driving licence: test at the ARTO

1. Wait at least 30 days after your learner’s licence is issued. You must apply before it expires at six months.
2. On Sarathi, choose Apply for Driving Licence, enter your LL number and date of birth, and book a test slot at ARTO Gautam Buddh Nagar.
3. Pay the fees: ₹200 licence fee plus ₹300 per test. UP also charges ₹200 for the smart card.
4. On the test day, bring your LL printout, the application slip, original ID and address proof, and a road-worthy vehicle of the right class with valid RC, insurance and PUC. For a learner, the vehicle must show an “L” plate.
5. After you pass, the smart-card DL is posted to your address. You can see a digital copy in DigiLocker or mParivahan, which is valid when police check your documents.

Accredited driving schools: under MoRTH’s rules for accredited driver training centres, graduates of a centre accredited by the state may not need the driving test at the RTO. Ask the school whether it is formally accredited by the UP transport department before paying a premium for that promise.

DL renewal, duplicate DL and address change

• Renewal: apply on Sarathi under Services on Driving Licence. You can apply up to a year before expiry. Applying after expiry adds a late fee, and after a long gap you may have to retake the test. From age 40, a medical certificate (Form 1A) signed by a registered doctor is needed.
• Duplicate DL: if your card is lost, file a lost-document report with UP Police (online), then apply for a duplicate on Sarathi.
• Address change: update Aadhaar first, then apply on Sarathi. For the vehicle, apply separately on Vahan (Form 33) to change the RC address.

Vehicle registration and RC services

New vehicle

New cars and two-wheelers are registered by the dealer through Vahan. You pay road tax, the registration fee and the high-security registration plate (HSRP) charge through the dealer, and usually don’t need to visit the ARTO. Check that the owner’s name, address and mobile number are correct before the dealer submits the application, because fixing them later is more work.

Many of these are Aadhaar-based faceless services on Vahan. If the portal asks for inspection or original documents, it will list the ARTO appointment step.

Moved to Noida from another state?

If you bring a vehicle registered in another state and keep it in UP for more than 12 months, you are expected to re-register it in UP. This means getting an NOC from the old RTO and paying UP road tax (with a refund claim in the original state where allowed). Eligible central government and private-sector employees with offices in four or more states can consider the BH (Bharat) series at the time of buying a new vehicle. Also remember that the NCR age limits for older diesel and petrol vehicles apply in Noida, so check before bringing an old car from outside NCR.

Tips and mistakes to avoid

• Avoid touts outside the ARTO. Almost everything can be applied for and paid online. If you need help, use an official Jan Seva Kendra (CSC) and ask for the printed receipt.
• Link your mobile number to both your DL (Sarathi) and RC (Vahan). OTPs for every service, and for paying challans, go to that number.

• Book test slots early. Slots before festivals and exam seasons fill up. Book as soon as your 30-day waiting period ends.
• Carry originals and self-attested copies even for “online” services. Staff may ask to see them.
